Korea's Broadband - an overview and implications for Australia

Advocates of the NBN in Australia have often pointed to the experience of South Korea and urged the construction of the new fibre to the home (FTTH) network on the basis that we had to catch up with South Korea.

I went to South Korea earlier this year and met with telcos, policy makers and regulators and was impressed in particular with two points.

First, we were told that a key policy priority in South Korea is the encouragement of facilities based competition and indeed most buildings in the built up areas have access to broadband via optical fibre, HFC and/or VDSL of one kind or another. There was genuine amazement from the Koreans with whom I discussed the NBN that a Government would spend so much money on a national FTTH network and, to their mind even more incredibly, set out to ensure there is no fixed line broadband competition with it.

Second, contrary to what we had been told in Australia fibre is less often to the home in the sense of terminating within a residence. The usual arrangement is for the fibre to terminate at the curb or in the basement and for the broadband services then to travel over the building's LAN - usually copper pairs. I had assumed that in all new developments there would be optic fibre terminating within each apartment but as we saw in a massive new residential development in Inchon that was not the case - the building's LAN was Cat 5 copper cable. The explanation was simply cost.

Last week I published this piece , pointing to some recent statistics from Korea Telecom (KT) which showed that while KT's overall share of the Korean broadband market was growing in absolute and relative terms, there was a drift of subscribers away from their 100 Mb/s service to their 50 Mb/s service.

The 100 Mb/s service is about $3 - $5 a month more expensive and one could conclude therefore that given 50 Mb/s was more than enough to run applications (mostly video entertainment) of interest to residential customers, those who switched were just being thrifty.

Those commenting on my article pointed out that the other, smaller, telcos SK and LG U were reporting a growing percentage of their customers on 100 Mb/s products and that overall the number of Koreans on 100 Mb/s was growing.

It was also claimed that this meant KT was losing 100 Mb/s customers to other telcos. That second point is most likely wrong, at least in net terms, because KT's overall market share has been growing.
