Garci breaks silence

MANILA, Philippines — Former Commission on Elections (Comelec) Commissioner Virgilio Garcillano broke his silence Saturday, denying allegations he was involved in the 2004 poll fraud and categorically stating that former President Gloria Macapagal Arroyo did not ask him to cheat.

In a press conference in his hometown in Baungon, Bukidnon, Garcillano said he is not in hiding as what critics claim. “I am not in hiding, I just don’t want to be interviewed,” he said.

Garcillano said he did not orchestrate the reported election fraud in 2004, even stressing that there was no cheating during that time.

“Just refer to the record. The results of the election speak for that,” he said.

Garcillano’s name cropped up in the 2004 election fraud following the exposé on a wiretapped conversation purportedly between him and then President Arroyo.

“She only complained why the results of the presidential election in Lanao del Sur was changed. That’s it. She did not ask me to cheat,” he said, referring to the former President. Garcillano said the complaint was due to reports of the declining votes of Arroyo, from more than a million votes.

Garcillano, however, said he avoided getting in touch with Mrs. Arroyo since the now controversial “Hello Garci” tape exposé. “Baka sabihin nila, we are protecting each other,” he added.

He also said that he wasn’t even sure whether it was his voice that was taped. “Nalaman ko na mababago pala ang boses, so I’m not sure whether it was my voice or not,” Garcillano said.

Garcillano also emphasized that the call was made 10 days after the election. “She called me 10 days after the election, paano mandadaya nun kung tapos na?” he said.

He reiterated his non-participation in the fraud, saying he is not capable of changing results nor control fielded Comelec personnel. “I am not superman for me to change the result and control the people in the field,” Garcillano said.

He also denied sending feelers to testify on the alleged poll fraud. “It was Malacañang that is pursuing me,” he added.

But Presidential Spokesman Edwin Lacierda said Malacañang will stand by Presidential Adviser on Political Affairs Ronald Llamas’s statement that Garcillano has sent feelers to the Palace.
